1963년에 결성된 퀘벡해방전선(Front de libération du Québec)은 퀘벡의 독립을 주장하고 그 과정에서 폭파, 납치 등 테러를 시도한 정치 조직이다. 1970년 10월, 캐나다 정부는 퀘벡해방전선과의 전면전을 결정하 고, 전시조치법을 발동해 약 500명의 시민을 체포한다.
